Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Currently this position requires a minimum of 2 days in the office located at 1001 I Street, Sacramento, CA 95814, two blocks from light rail and public transportation, and near the State Capitol, restaurants, and the Golden 1 Arena.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Strong technical writing skills
  • Knowledge or Experience developing or implementing technical memoranda, permits, policy, legislative, or guidance documents
  • Knowledge or Experience developing training materials
  • Knowledge or Experience with stormwater Best Management Practices (BMPs), watershed science, hydrology, and implementation of State or Federal National Pollutant Discharge Elimination System (NPDES) permits, Waste Discharge Requirements (WDRs), 40 Code of Federal Regulations (CFR), Water Corde, or similar Municipal stormwater permit or Federal and State regulations
  • Background in site inspections, field investigations, and BMP effluent water quality sampling
  • Knowledge and/or experience implementing Stormwater BMPs on Industrial or Construction site
  • Public speaking or presentation knowledge or experience
  • Knowledge or experience training internal or external stakeholders on technical topics
  • Customer service experience

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial size 12 pt. font , and normal margins.
