Job Summary:




The Financial Analyst 2 has primary responsibility for all forecasting, analysis, federal reporting, and monitoring of assigned high-profile Division programs. This includes preparing various advanced fiscal and operating reports involving detailed analysis of financial outlooks, spending trends, staffing levels, and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modification; and preparing formal bill analyses, as well as cost benefit and break-even analyses. This position provides financial expertise to Division and programmatic leadership and to external partners, such as the Governor’s Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC) and federal grantors, on financial and budget matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with federal and state regulations, federal reports, forecasts, and monitoring. With minimal guidance, this position leads team and administration-wide trainings, coordinates cross-team initiatives, and performs ad-hoc analyses with quick turnaround.

This position may be available for remote work within Arizona (1-5 days per month in the office/hoteling).

Job Duties:

Essential duties and responsibilities include but are not limited to:


  • Function as single point of contact between the DAAS Financial Business Office and assigned DAAS programs, providing guidance and customer support. Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel. Prepare appropriate materials for those meetings.

  • Research and analyze expenditure and revenue trends for the purpose of reporting fiscal position, preparing external and internal reports, and preparing forecasts with minimal supervision.

  • Develop and maintain fiscal summary information and resource information for assigned programs, including data such as caseload statistics, historical funding patterns, and fund sources. Prepare in-depth cost-benefit analyses and break-even analyses with minimal supervision.

  • Identify, research, review, analyze, and establish possible impacts of proposed and pending federal and state legislation, policy changes, or funding modifications for assigned programs.

  • Evaluate complex problems and issues and formulate viable solutions

  • Bachelor's Degree in accounting, finance, economics or business administration with a specialization in accounting, finance or economics and 2 years of experience dealing with complex issues in one or more of the following areas preferably in a governmental setting: budget preparation, analysis, and control; funding, financial reporting or related specialties;

  • OR 1 year as a Financial Analyst 1.

  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).

  • Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
